Abstract: Original accession consists of photographs, negatives, ephemera, video footage, and files on CDs. The photographs and negatives are of the State Radio Communications System, floods and other natural disasters in North Dakota, and from the dedication of the State Radio System (which also includes the ephemera). The video footage is of flooding in Fargo, an episode of Rescue 911, North Dakota National Guard films, and an Emergency Management Agency video.  

The files on the CDs include photographs, photograph descriptions, maps, reports, presentations, documents, correspondence, newspaper clippings, site inspection records, back up of the website, and weather emergency statistics by county. The files document state and national emergencies, including snow, hail, flooding, wind, tornadoes, fires, an airplane crash, and other disasters. Also included are trainings, meetings, and conferences held by the North Dakota Department of Emergency Services (NDDES), as well as Presidential Disaster Declarations, exercises, and Preliminary Damage Assessments (PDAs). Groups and individuals include the US Department of Homeland Security, Federal Emergency Management Agency (FEMA), state Emergency Operations Centers (EOCs), Cub Scouts, North Dakota Department of Transportation (DOT), North Dakota State University (NDSU), Emergency Management, Emergency Management Assessment Program (EMAP), Army Corps of Engineers, and Governor John Hoeven.       

October 4, 2011 accession consists of seven discs (CDs and DVDs), including an “Old Agency video,” 2002; Department of Emergency Services/State Radio staff photographs (150); “Homeland Security VISC EMAP-DEM Animation”; “Wind/Flood” video; “E.O.C.” video; “EOC State Radio EOC DEM Video Master”; and “DES Strat Plan Brochure 2010 update.” Please see finding aid (below) for more information about each disc.

November 22, 2011 accession consists of printed material, a scrapbook, photographs, videos, newspapers, and artifacts, dating from about 1974 to 2008

February 8, 2012 accession consists of files on disasters in ND dating from 1965-1989, various slides that were taken or used by the North Dakota Department of Emergency Services (formerly Disaster Emergency Services), a map of Signal 100 sites in ND (oversized), publications, printed material, VHS tapes of aerial footage of Bismarck, Napoleon, Wishek, Lehr, Strasburg and the Marmarth levee, and photographs.

September 12, 2013 accession consists of material documenting the 1987 Garrison Dam Safety incident table top exercise, the 1985 Fort Peck dam safety exercise, and records from table top and disaster preparedness exercises held around the state in 2003 and 2004. The exercises are organized by county.

November 18, 2015 accession includes 3 photographic prints and portraits of Agency staff, including Ed Schlenker, and a reminiscence of the history of the North Dakota Office of Civil Defense.

December 23, 2015 accession consists of eleven VHS tapes, and photographs of various disasters, such as floods, fires, and tornados.

Provenance: The State Historical Society of North Dakota acquired the Department of Emergency Services Public Information Office Records from Cecily Fong, Public Information Officer, in November 2008. The collection was processed and the inventory created in September 2009.

Additional material was donated in October 2009, April 2011, October 2011, September 2013 and November and December 2015. The finding aid was updated to reflect the added material. Originally, the title of the collection was Emergency Services, Department of. Public Information Office, Photographs. The name of the collection was changed to Emergency Services, Department of. Public Information Office, Records to reflect added material.

Property Rights: The State Historical Society of North Dakota owns the property rights to this collection.

Copyrights: Public Records are not subject to copyright restrictions, although record series may contain copyrighted material. Consideration of such copyrights is the responsibility of the researcher.

Collection notes:  Boxes one and two were located in a scrapbook - descriptions from the
scrapbook were copied to the back of the photographs. Newspaper clippings, telegrams, and the program from the scrapbook were copied and moved to box 3.
