Provenance: The North Dakota State Water Conservation Commission donated these records to the State Archives September 18, 1987. The records were processed and the inventory prepared by Lotte Bailey, Karen Mund, Grace Wanttaja, and Kari Rombs Kohlhoff.

Transfer: Three and a half feet of books, magazines, newspapers, pamphlets, reports, and published state and federal documents were removed from the records and transferred to the library collection.

Transferred to the Photo Archives were 70 black and white and colored prints. The photos depict individuals, groups, Peace Garden buildings, drought scenes, bridges, floods, aerial scenes, coal mining, and the Theodore Roosevelt family.
Eleven postcards were placed in the philatelic collection.
A sample of pig iron and buttons from the Four Bears Bridge Dedication (1955), and Theodore Roosevelt National Memorial Park Dedication (1949), were transferred to the ephemera collection.

BIOGRAPHICAL SKETCH

Fred J. Fredrickson, known as “Mr. Water” and as “North Dakota's Ambassador to Washington, D.C.,” was born April 25, 1891 in Walsh County to Carl F. and Anna Augustson Fredrickson who homesteaded near Adams. In 1909 he attended Mayville Normal School, then took a business course at Fargo. He was employed as a stenographer at Grand Forks, Garrison, and Mayville before moving to Valley City in 1911. He worked in the law offices of Winterer and Ritchie, studied law and took the bar examination just before entering military service in World War I. Upon his return he established his own law practice. On September 10, 1919, he married Ina M. Jefferson at Hope, North Dakota. A son, Robert, and a daughter, Jean, were born to the couple. They lived in Valley City where Fredrickson served as Barnes County Tax Supervisor and city treasurer; he was also elected mayor in 1928, serving for 16 years. He was president of the League of North Dakota Municipalities and at one point ran for lieutenant governor on the Republican ticket. In 1936 he was elected to the North Dakota Senate where he helped establish the State Water Commission in 1937.

Fredrickson instituted a study of state water needs in the early 1930's and when reports of the Garrison reclamation were being prepared, he went to Washington and participated in hearings and prepared data for processing for Congress; he also served as representative of the North Dakota Water Resources Board. In 1942 he was selected Washington representative by the Greater North Dakota Association and was also employed by the State Water Commission. While in Washington, D.C., he saw Garrison, Baldhill, Hamme, Heart Butte, Dickinson, and Jamestown dams and reservoirs move from blueprints to completion. His planning, preparing, and presenting proposals and briefs resulted in completion of six major water conservation, reclamation, flood control or recreation facilities which benefited North Dakota.

Fred Fredrickson was also a member of the Congregational Church, the Elks, World War I Barracks, American Legion, Masonic Lodge, and the K.P's. He remained a consultant to the State Water Commission and a deputy administrator for the Souris-Red-Rainy River Commission until his death on June 25, 1968.

The Fred Fredrickson Records date from 1908 to 1980 and measure 31.5 feet.
