Provenance: The North Dakota State Archives acquired the William L. Guy Records through a transfer from the Chester Fritz Library, University of North Dakota, Grand Forks, on October 2, 1984. Prior to transfer to the State Archives, the William L. Guy Records were transferred from the Governor's office to the Orin G. Libby Manuscript Collection of the Chester Fritz Library in five lots: November 1969, February 1972, December 1973, April 1975, and July 1975. Two agreements governed custody of the Guy Records. The first, an agreement of deposit, set forth the terms of deposit for Governor Guy's official and personal papers. Only records from 1961 to 1964 were covered by this first agreement. The second agreement governing the loan of the official records of the Office of Governor William L. Guy to the Libby Collection was signed in March and April of 1975. This agreement, covering the Governor's Records for the period of 1965 to 1973, transferred Guy's official records to the Chester Fritz Library for a period of five years "for the purpose of organization, inventory and microfilming if desired...." After the expiration of the loan period the records were eligible for return to the State Historical Society of North Dakota upon sixty days written notice. In both cases statements of transfer were obtained from Ben Meier, Secretary of State of North Dakota, and Frank Vyzralek, State Archivist.
The William L. Guy Records remained at the Chester Fritz Library until 1984, when the State Archivist initiated negotiations for transfer of the Records to the State Archives. Since they were deemed to be state archival resources, the William L. Guy Records were transferred to the State Archives on October 2, 1984. The William L. Guy Records were processed and the inventory prepared by Kari Rombs Kohlhoff, Grace Wanttaja, and Bonnie C. Sheldon, July-September 1987.

BIOGRAPHICAL SKETCH
Born on September 30, 1919, in Devils Lake, North Dakota, William Lewis Guy, Jr., was one of three children born to William L. and Mable (Leet) Guy. He attended public school in Amenia, North Dakota; in 1941 he graduated from North Dakota Agricultural College with a Bachelor of Science degree in Agricultural Economics. In 1946 Guy completed graduate studies at the University of Minnesota, earning a Master’s of Science degree in Agricultural Economics and Business Economics.
On January 30, 1943, William Guy and Elizabeth Jean Mason of Fargo, North Dakota, were married. They later had five children.
Joining the United States Navy in October of 1942, William Guy was commissioned in 1943. He served two years of active duty aboard the destroyer U.S.S. William D. Porter and survived sinking by kamikaze aircraft off Okinawa in June 1945. Guy left the Navy in December of that year with the rank of Lieutenant.
From 1947 to 1960, William Guy worked in several different occupations. He was employed as a livestock salesperson in West Fargo, ca. 1946 to 1947; Assistant County Agent for Cass County, ca. 1947 to 1948; operated Guy-Bean Farm Supply from 1948 to ca. 1952; farmed near Amenia for twelve years from 1948 to 1960; and for several years, ca. 1952 to 1958, taught agricultural economics during the winter quarters at North Dakota Agricultural College.
William Guy became active in democratic politics while attending college and joined the Nonpartisan League in 1954. From 1950 to 1960 he was a member of the Democratic Precinct Committee, the Democratic State Central Committee from ca. 1950 to 1960, and the State Democratic Executive Committee from 1952 to 1958. After several unsuccessful bids for public office--the State Senate in 1952 and 1956 and Commissioner of Agriculture and Labor in 1954--Guy was elected in 1958 to the North Dakota House of Representatives from the 11th district. During that thirty-sixth session he was also elected Assistant Minority Floor Leader to Arthur A. Link.
The joint Democratic-Nonpartisan League convention of 1960 endorsed William Guy as its candidate for governor, upsetting his own plans to run for the State Senate that year. Nonetheless Guy soundly defeated Republican candidate C.P. Dahl and Independent candidate Herschel Lashkowitz that November. William Guy was re-elected to one two-year term in 1962 and two four-year terms in 1964 and 1968, serving as the state's chief executive for a total of twelve years. Choosing not to seek re-election for a fifth term, he and his family returned to Casselton, North Dakota, in January 1973.
The accomplishments of William Guy's administration were many. An abbreviated listing would include: the repeal of the personal property tax in 1969; the Garrison Diversion Irrigation Project; the construction of Rural Electric Cooperative electric generators on state coal fields; the creation of the Theodore Roosevelt Rough Rider Hall of Fame; the authorization of a Tourism Promotion Division with the State Highway Department in 1965 (currently under the Economic Development Commission); and the creation of the North Dakota Heritage Study Commission in 1963 and the North Dakota Heritage Commission in 1965, which paved the way for the construction of the North Dakota Heritage Center. In 1962 William Guy organized and chaired the Midwestern Governors' Conference, a twelve-state regional conference with the basic aim of fostering regional development. William Guy also, in 1968, won national acclaim for his work as the chairperson of the National Governors' Conference, the first time in the forty-eight year history of the Conference that the Governor of North Dakota had been elected to that position.
In 1974 Guy ran against Republican incumbent Milton R. Young and Independent candidate James Jungroth for the United States Senate, losing to Young in a recount by 186 votes. Appointed executive director of the Western Governors' Regional Energy Policy Office in 1975, he resigned the position in 1977 and returned to Casselton. There he was the executive director of the North Dakota Community Foundation until 1979. Basin Electric Power Cooperative hired Guy as a full-time resources consultant later that year. In 1980 Governor Arthur A. Link appointed William Guy to a five-year term as the chairperson of the Public Employees Retirement System. In 1984 Guy returned to party activities, opposing the 1985 compromise on Garrison Diversion. In 1985 Governor George Sinner appointed William Guy to a six-year term on the State Water Commission. William and Jean Guy currently reside in Bismarck, North Dakota.

SERIES DESCRIPTION
General files, 1949-1972, are located in boxes 1 through 102 and measure 102 feet. Materials in this file group, which date primarily from 1962 to 1972, include employment applications, general appointments, census data, correspondence, invitations, area maps, memorandums, board and commission minutes, news releases, newspaper clippings, pamphlets, Pardons Board calendars, petitions, proclamations, reports, resolutions, resumes, speeches, a survey of Governors' staffs across the nation, telegrams, and a few documents predating William Guy's administration. These files relate mainly to general subjects of interest to the Guy Administration and constituents--e.g. agriculture, Dakota Territory Centennial, Indian affairs, power cooperatives, women's issues--and also administration, such as various boards' and commissions' actions. Notable files include Lawrence Welk correspondence--he and Governor Guy were good friends; the Fort Lincoln Disposition controversy of 1964-1965; and the 1967 South Vietnam elections which were observed by President Johnson's twenty-two member election observer panel. William Guy was one of LBJ's observers and with Senator George Murphy of California was the target of a terrorist bombing.
Civil defense files date from 1958 to 1972, the majority of files date from 1961 to 1972, and are found in boxes 102 through 106, measuring slightly over three feet. The files contain newspaper clippings, correspondence, planning guide drafts, area maps, memorandums, news releases, executive orders, pamphlets, reports, telegrams, and some materials predating the Guy Administration. Civil defense subjects include the National Guard, antiballistic missile (ABM) sites, military installations, and general civil defense information concerned for the most part with bomb shelters and the survivability of nuclear attack. Of particular interest is file 123310404, "C-54 Aircraft Incident," documenting the engine failure of the North Dakota Air National Guard C-54 aircraft carrying Governor and Mrs. Guy from Springfield, Illinois, to North Dakota in November 1967.
Governors' conferences files are located in boxes 106 through 114. These 8.75 feet are made up of agenda, newspaper clippings, correspondence, invitations, memorandums, minutes of conference and committee meetings, news releases, pamphlets, informational papers, questionnaires, reports, resolutions, and telegrams. Dating from 1961 to 1972, this file group exclusively contains National Governors' Conference and Midwestern Governors' Conference information.
Education files occupy boxes 114 through 121 and measure roughly 7.5 feet. This file group spans 1959 to 1973, although the majority of documents date from 1961 to 1972. Some of the larger subject files are concerned with the State Board of Higher Education, Department of Public Instruction, Education Commission of the States, and state aid to non-public schools. Agenda; applications for federal technical assistance; newspaper clippings; correspondence; invitations; memorandums; minutes of board, commission, and committee meetings; news releases; pamphlets; proposals; reports; telegrams; and a few documents that predate Governor Guy's administration make up the Education files.
Correspondence, formerly known as "fan mail," dates from 1960 to 1972. Measuring approximately 22.5 feet, the correspondence is located in boxes 121 through 144. Birthday cards, invitations, memorandums, pamphlets, telegrams, and thank-you notes in addition to inane bulletins and correspondence, are also contained in these files. Notable correspondents of Governor Guy were Mark Andrews, Quentin Burdick, Leonell W. Fraase, Thomas Kleppe, Richard Larson, Arthur Link, Robert McCarney, Art McKinney, Rolland Redlin, Don Short, Charles Tighe, Frank Wenstrom, and Milton R. Young.
Health files, 1961-1973, are found in boxes 144 to 148 and measure roughly 4.5 feet. These files are made up of agendas, grant applications, newspaper clippings, correspondence, memorandums, minutes of council meetings, news releases, pamphlets, reports, and telegrams. Major subjects covered by the Health files include drugs and narcotics, State Health Department, mental health, National Health Facilities Council, and Health Planning Council.
Water files occupy boxes 148 through 159, approximately 12 feet. This file group spans 1960 to 1972, with only a few items dated 1960. The Garrison Diversion Irrigation Project, State Water Commission, river basins, and wetlands acquisitions comprise the majority of subject files which contain agenda, newspaper clippings, correspondence, area maps, memorandums, minutes of commission and committee meetings, pamphlets, resolutions, statements, and telegrams.
Finally, Legislature and legislation files date from 1960 to 1972 with only one file containing 1960 material. Located in boxes 159 through 168 and measuring nine feet, this file group is made up of agendas, legislative bills, legislative calendars, newspaper clippings, correspondence, memorandums, the Governor's State of the State messages, Legislative Research Council minutes, news releases, proclamations, resolutions, and telegrams. The majority of subject files are concerned with the State Legislative Research Council, federal legislation, the Legislative Assembly, and legislative bills.
The William L. Guy Records, while being an excellent source of information on the values and activities of the Governor, also offer researchers abundant information on the Garrison Division Irrigation Project, the National Governors' and Midwestern Governors' Conference meetings, and State Water Commission.

ORIGINAL ARRANGEMENT
Subject files created in the Governor's office during William L. Guy's Administration were maintained by the office staff in a general alphabetical arrangement according to topic; some files were re-created each year while others were created and discontinued as necessary. The Governor's staff did not use an alpha/numeric file classification system to organize the alphabetical subject files. Instead, files were placed in one of the following file groups: general, civil defense, governors' conferences, education, fan mail, health, water, or legislature and legislation. Inconsistency of alphabetical progression was apparent throughout the Guy Records as the placement of a subject file depended more upon its topic in general than on the actual title of the file. A file entitled "Grain Grading and Inspection, 1961-1962" would not, for example, have been found with other General G titles, rather it was filed with the A files since the Governor's staff considered it to be an agricultural topic. In the same way the files of the North Dakota Department of Public Instruction were placed within the Education file group instead of with the P files of the General file group.
With the exception of those from the years 1961 to 1964, the Guy Records arrived at the Chester Fritz Library of the University of North Dakota in their original office filing order. It was decided to reconstruct the order of the 1961-1964 records transferred to the University Library in 1969; a survey of the Governor's office filing system made in 1970 provided the curatorial staff with guidelines that were followed. The resulting arrangement, however, was only a close approximation. A copy of the preliminary inventory and finding aid to the William L. Guy Records produced at the University of North Dakota is maintained by the State Archives.

31233-284 Boys Town, located 10 miles west of Omaha on a 1500 acre tract, was founded in 1917 by the late Father Edward J. Flanagan. Boys Town is non-sectarian and citizens are accepted without regard to race or religious creed. More than 7000 boys have lived at the home since it was established. At present, there are accommodations for 1000 boys.

Huge concrete lodgepoles, reminders of Indians who once roamed the banks of the Missouri, contain information centers with excellent staffs prepared to answer tourist questions and to distribute maps and literature. Picnic tables, grills and trailer dump stations offer further services.
31233-286 Mount Rushmore in the Black Hills of South Dakota is a world famous mountain sculpture. Almost as familiar to American tourists is Ben Black Elk, full-blooded Oglala Sioux Indian. With special permission from the National Park Service, Black Elk poses for pictures at the base of Mount Rushmore. During peak summer months he is photographed as often as 5000 times a day.
