Abstract: The records reflect the day to day operations of Congressman Link who served as a representative from North Dakota to the Ninety-second Congress and consist of correspondence relating to House committees, politics, personal letters, invitations and greeting cards, and constituent concerns, statements by Link to the House and Senate committees, speeches, news releases, legislative and lobbyist materials, ephemera, maps, pamphlets, and radio tapes and scripts.

Biographical Sketch
Arthur Albert Link was born May 24, 1914 in Alexander, North Dakota to John and Anna Mencl Link, homesteaders of German-Bohemian background. John Link was born February 19, 1879 in Sudetenland, originally part of Austria-Hungary now in Czech Republic. Anna Mencl was born April 19, 1882 in Augsburg in Bavaria, now part of Germany. On May 20, 1939 Art Link married Grace Johnson of Cartwright, ND and they had five sons and one daughter: Walter, Marvin, Donald, Rodney, Harvey, and Joann Hetzel. Art attended McKenzie County public schools and North Dakota Agricultural College (NDSU).
Art was a farmer-rancher in McKenzie County near Alexander until 1971, but his political career began
early as a member of county and state committees in 1930s and serving as a member of the Randolph
Township Board of Supervisors from 1942-1971, the McKenzie County Welfare Board from 1948-68,
and the school board from 1945-63.
From 1947-1971 Art was a member ND House of Representatives, (NPL and Democrat-NPL), minority
floor leader for seven sessions, and speaker in 1964-1965. Art was elected to the U.S. House of
Representatives in 1970 from the Second (West) District. He served on the House Agriculture Committee
and the Livestock and Grains and Domestic Marketing and Consumer Relations Subcommittees. He also
served on the District of Columbia Committee and the subcommittees of Judiciary and Business,
Commerce and Fiscal Affairs. In 1973 he was elected governor and for a short time was both governor
and a congressman. He served as governor from 1973 to 1980. He was appointed to chair the North
Dakota Centennial Commission from 1985-1989.
Art’s special interests as governor included natural resources, agricultural economy, agricultural
processing, and foreign and domestic trade. He was instrumental in establishing the Former Governors’
Mansion as a museum and in cooperation with all the living Governors seeing the construction of the
North Dakota Heritage Center. He led trade mission to Middle East in 1976 and accompanied cultural
and trade missions to Japan, Switzerland, Germany, and Taiwan.
Art was active in the North Dakota Farmers Union, the Lion’s Club, the Alexander PTA, the McKenzie County Museum and Historical Society, and was a charter member of the National Cowboy Hall of Fame. He served on the board of directors of UND-Williston Center, now Williston State College, was on the North Dakota State Advisory Council for Vocational Education, and the UND State Advisory Council for Rural Health. He was involved in the Northern Lights Council of the Boy Scouts of America, Young Life, the Salvation Army, the Board of Trustees of the North Dakota Chapter of the Nature Conservancy ND, Honorary Chairman of Prairie Public Radio, on the Board of the Midwest League of the American Lutheran Church, trustee for the Bismarck-Mandan Orchestral Association, a trustee for the Miss Indian America Pageant, a member of the North Dakota Heritage Foundation, a member of the Democratic- NPL party and the Lutheran church.
In 2008 a documentary was released by the Dakota Institute on the life of Art Link entitled, “When the
Landscape is Quiet Again.” The title was taken from a speech Governor Link made to urge balance
between energy development and preservation of the land.
Art Link died June 1, 2010 in Bismarck.
