Abstract: Includes correspondence, notes, and records generated while chairman of the North Dakota Commission on Mental Health Services and Vice-Chairman of the North Dakota Commission on Physical Fitness and Productivity. Mr. Spears is a graduate from Stanford University (1965) and the University of Chicago Law School (1971) and served as the assistant state court administrator of the North Dakota Judicial System from 1976-1989. In 1989, he and Justice Herbert L. Meschke co-authored an article titled "Digging for Roots: The North Dakota Constitution and the Thayer Correspondence." North Dakota Law Review; North Dakota.
