This collection was processed and the inventory prepared by Kari Rombs Kohlhoff, Lotte Bailey, Karen Mund and Grace Wanttaja, January-March 1988.

Transfer: A variety of material was removed from the Harold W. Case Papers and transferred to the appropriate collection management area of the State Archives. Seven feet of photographic materials were transferred to the Photo Archives. This material consisted of two feet of mostly black and white photographs, two feet of slides, one foot of negatives, one foot of photo albums, and one foot of engraved plates. The majority of photographs and slides were probably taken and/or sent to the film developer(s) by Reverend Case. The majority of subjects include people, usually casual, and group shots. Events such as weddings and outings, Indians in traditional dress, and Mission buildings and individual homes are also pictured. In addition, one foot of commercial filmstrips, along with several copies of accompanying scripts and records, was removed from the collection.

HISTORICAL SKETCH
During the 1870s the federal government assigned each Indian reservation to a religious body to promote the assimilation of the different tribes into the ways of the whites. The Congregationalists received Fort Berthold where the Three Tribes (Mandan, Hidatsa, Arikara) lived. In 1876 Charles and Emma Hall established a church and a school on the reservation.
The Congregational mission at Elbowoods is a prime example of how the religious bodies carried out their assimilation mission and how, in particular, Harold and Eva Case, who joined the Fort Berthold operation in 1922, worked with and for the Three Tribes people. The Cases developed and carried through three strategies: to strengthen and expand the role of the church in the people's lives, to unify the Three Tribes on the reservation through annual fellowships and comprehensive public education, and to build a bridge of understanding between the two cultures. At first seeing their primary objective as preparing the reservation people to live in the white world, the Cases came, however, to identify with the Indians and to interpret their culture and their problems to the white community. The missionary work of Harold and Eva Case provides a window through which to view changing attitudes and policies toward the Native American.
Before recounting the lives of Harold and Eva Case and their work in North Dakota, it is necessary to examine Charles Hall and the founding of the Congregational Mission at Fort Berthold Indian Reservation. Charles Lemon Hall was born in Winchester, England, on September 18, 1847. Studying architecture at the College of the City of New York, he received his Bachelor of Science degree in 1866. During that time he spent his weekends helping the poor on the East side of the city. It was in such a setting that Hall decided to become a missionary. He attended Union Theological Seminary in 1871 and 1872 and graduated from Andover Theological Seminary in 1874. Approximately two years later, on February 22, 1876, Charles Lemon Hall was ordained by the Congregational Council in Yankton, Dakota Territory.
Dr. Hall's first pastorate was the newly formed Congregational Church of Springfield, Dakota Territory, from 1874 to 1876. There he met Emma M. Calhoun, a teacher at the nearby Yankton Mission School, who he married on February 15, 1876, at the Yankton Agency. They later had three children, Henry Calhoun who died in infancy, Robert Dwight, and Hannah Elizabeth Hall Livingston.
In 1876 Charles and Emma Hall were commissioned by the American Board of Commissioners of Foreign Missions as missionaries to Fort Berthold, arriving at the Like-a-Fishhook bend in the Missouri River on May 9. Land which the Congregational Church could use for the Mission's buildings was provided by the Three Tribes of the Like-a-Fishhook bend, the Arikara, Hidatsa, and Mandan. Construction of a Mission house, which initially served the combined purpose of dwelling, church, and school, began almost immediately and was located outside the stockaded fort on the outskirts of Like-a-Fishhook Village. Dr. Hall established a central church and several outlying preaching points. In addition to their efforts to convert the native people to Christianity, Charles and Emma Hall cooperated with the Indian agent and the federal government in all efforts to "...bring the Indians to an industrious life...."
While Dr. Hall preached the Gospel to the Three Tribes, Emma not only maintained the household and cared for their children but also organized a sewing school for the native women and girls. She continued missionary work until her death at the age of thirty-one, April 17, 1881. Charles Hall remarried in 1886; he met his second wife, Susan Webb, a missionary at Santee, Nebraska, while transferring several Indian children there. Susan and Charles had two children, Evan and Deborah (Dora) Hall Hertz.
In 1892 Elbowoods became the new government Indian Agency headquarters. To be near the government boarding school, the Halls relocated their mission headquarters to Elbowoods, ca. 1895. There the mission grew in stages, first with the addition of a chapel, then dormitory rooms, a dining room and kitchen, a farm to supply the mission staff and students, and a church.
Susan Webb Hall died on November 26, 1922, at the age of seventy after forty-three years of missionary work with Native Americans. Charles left the mission that winter, thereafter returning only in the summer until his death on April 1, 1940. Dr. Hall's lifetime ministry at the Fort Berthold Mission was assumed gradually by Harold and Eva Case during the 1920s, thus assuring continuity in mission operations and leadership.
Harold Watkins Case was born August 4, 1895, in Orange County, New York. Raised in White Plains, he was the sixth of eight children born to Frank DeForest and Louise Milicent (Watkins) Case. When his father died, sixteen-year-old Harold quit school to work in a bakery. He next worked for the Young Men's Christian Association (YMCA) as an office boy and eventually purchasing agent. During World War I Case worked for the National War Council.
On June 25, 1919, Harold W. Case married Eva Voris at her parents' farm in Lincolndale. Eva was the daughter of Albert and Helen (Hallock) Voris, born on May 20, 1896, in Westchester County, New York. Eva graduated from high school in 1914 and taught for five years before marrying Harold. The Cases later had three children, Harold Jr. (1921), Helen Louise (1924), and Lois Roberta (1928).
Soon after their marriage, Case was transferred to Denver, Colorado, to fill the position of business administrator for the Western Region of the International Committee of the YMCA. There, Case again met Robert Hall, then YMCA Secretary for Indian Affairs; the two had become acquainted while Case was employed with the National War Council. Persuaded by Robert, the Cases decided in 1922 to help out on the Fort Berthold Reservation for nine months before going on to an assignment in Ohio.
Harold and Eva Case came to Elbowoods for a short adventure, but like the Halls before them they stayed for life. While Harold ministered to people in their homes and churches, drummed up financial support for the mission, served as Elbowoods Public School treasurer for thirty years, and functioned as the Mission schools superintendent, Eva managed the household and their growing family and, always supportive of her husband, helped keep the Mission school functioning. In addition to their "regular" missionary activities, the Cases kept themselves busy during the 1920s and 1930s with organizing an Annual Fellowship meeting of Fort Berthold churches, lobbying for a bridge across the Missouri River at Elbowoods, encouraging Native Americans to enter the ministry, helping to build several churches, and upgrading the quality of education offered throughout the reservation. It was during this time that Harold W. Case was ordained after several years of ministry at the Mission; he was ordained by Robert Hall on January 13, 1929, at the Wahpeton Congregational Church.
The 1940s and 1950s were times of struggle for the Cases as well as for the people of the Fort Berthold Reservation. Harold worked tirelessly to reverse the Pick-Sloan plan but by 1948 Congress had prevailed and the Missouri River bottomlands were lost to the Garrison Dam reservoir. As the plans for relocation were formed, Case turned his attention to assisting the people in moving.
After relocation, the church had to be reorganized. The old concept of a central church and mission school had to change as Lake Sakakawea divided the reservation into five isolated segments. New ways of interacting and new leadership were needed on the reservation and in 1955 Case was offered a position with the Community Relations Ministry of North Dakota by the Mission Board. Case was to work on behalf of the off-reservation Indians and was asked to relocate to either Minot or Bismarck. The Cases chose Bismarck and Harold worked for the Community Relations Ministry for ten years until his retirement in 1965.
Retirement allowed the Cases time to spend on other projects. Their major work was a history of the Fort Berthold Mission, 100 Years at Fort Berthold, The History of Fort Berthold Indian Mission, 1876‑1976, published in 1977. Another retirement project was assisting in the establishment of Charles Hall Youth Services in Bismarck. Harold spent more time writing history and caring for his collection of Indian artifacts and served on the Board of Directors of the North Dakota Historical Society and the Three Tribes Museum in New Town. Eva served as secretary of the Fort Berthold Council of Congregational Churches, treasurer of the Charles Hall Home, and editor of The Three Tribes Herald.Eva Voris Case died August 30, 1982; Harold Watkins Case died on January 17, 1985. The Cases were successful as missionaries. They came to live among the people and offer long-term dedicated service. Catalysts for change in many parts of community life, Eva and Harold were well on their way to fulfilling their vision of a healthy community when interrupted by the Garrison Dam. The organizational structure of the mission collapsed along with the rest of the community. The mission board of their denomination felt the time was right for paternalism to end and for the people to take charge of their own churches, leaving no room in the structure for a missionary. In the end, however, Harold and Eva Case never really retired from their life's work. The Cases are buried in the Memorial Cemetery near Parshall on the Fort Berthold Reservation; the cemetery overlooks the water that destroyed much of their labor.

SCOPE AND CONTENT
The Harold W. Case Papers date from 1864 to 1981 and measure 59 feet. This collection documents the establishment, growth, and termination of the Fort Berthold Mission as well as Harold and Eva Case's life work in the ministry. The Harold W. Case Papers are divided into four record groups: Charles Hall records, Harold Case records, Fort Berthold Mission records, and Elbowoods Public School records. The Charles Hall records consist of six record series: diary transcript, 1874‑1940, 1 folder; subject files, 1879‑1939, 3/4 ft.; lexicons, 1880‑1901, 1/4 ft.; financial records, 1890‑1891, 2 folders; meteorological records, 1904‑1934, 2 ft.; and scrapbooks, 1875‑1951, 1 ft. The Harold Case records consist of three record series: manuscripts, 1870-1976, 3 2 ft.; subject files, 1864‑1981, 31 3/4 ft.; and scrapbooks, 1879-1972, 10 ft. The Fort Berthold Mission records, consist of seven record series: minutes, 1898‑1972, 2 ft.; subject files, 1891‑1955, 1 ft.; financial records, including ledgers (1876‑1972, 2 ft.), and journals (1895-1979, 6 2 ft.); teacher's registers, 1884‑1932, 2 ft.; Sunday school records, 1876‑1939, 1/4 ft.; Mt. Charles Hall records:
The diary transcript, 1874‑1940, is contained in one folder. The transcript of Hall's diary documents his activities both personal and pastoral for the period of 1874 to 1940. The transcript is not strictly verbatim as some portions are narrative, i.e., use third-person pronouns where Hall would logically have used first person pronouns. The transcriber's identity is unknown.
Subject files measure 3/4 ft. and date from 1879 to 1939. This series consists of clippings, correspondence, manuscripts, missionary letters, programs, sermons, sketches, and a time book. Included are files on donations and gifts to the Mission, government issues, and the Santee Normal Training School. The subject files are arranged alphabetically by keyword and located in box 1.
The lexicons date from 1880 to 1901 and measure 1/4 ft. This series consists solely of translations by Charles Hall of works and definitions from English into the Arikara and Mandan languages. Translations include biblical lessons, prayers, the Gospels of Mark and Mathew, the Ten Commandments, and commonly used words and phrases. The lexicons are arranged alphabetically by title and are located in box 1.
The financial records are contained in two folders and date 1890 to 1891. Two ledgers recording the transactions of persons in account with Charles Hall provide some insight into the personal financial situation of the Hall family. Entries provide data on the date of transaction(s), amount, and in most cases the reason for the transaction, e.g. moccasins, necktie, candy, etc. Hall's financial records are arranged chronologically and are located in box 1.
The meteorological records date from 1904 to 1934 and measure 2 ft. The series consists of carbon copies of the monthly reports of the Elbowoods Station's Cooperative Observers' Meteorological Record to the U.S. Department of Agriculture, Weather Bureau. Charles Hall recorded virtually all observations from 1906 to 1923. Data provided by the meteorological records includes: date; station; latitude; longitude; hour of observation; time zone used on form; daily temperature readings, i.e. maximum, minimum, range, and sun setting maximum thermometer; monthly temperature data, i.e. mean maximum, mean minimum, mean, maximum and date, minimum and date, and greatest daily range; daily precipitation readings including amount, duration, snowfall in inches, and depth of snow on ground at time of observation; monthly precipitation data, i.e. total in inches, greatest amount received in 24 hours and date, total snowfall in inches, snow on ground on 15th of month in inches, and snow on ground at end of month in inches; daily prevailing wind direction; daily impression of day's character, i.e. clear, cloudy, or party cloudy; monthly summary of days with .01 inch or more precipitation, days clear, days partly cloudy, and days cloudy; daily observations of miscellaneous phenomena; dates of killing frost, thunderstorms, hail, sleet, and auroras; general remarks; name of observer; and post office address. This series is arranged chronologically and is located in box 2.
The scrapbooks measure 1 ft. and date from 1875 to 1951. Consisting of ten scrapbooks which contain clippings and some photographs, this series focuses on ministry to Indian Americans and in general, and on the Fort Berthold Mission. The photographs found in Deborah Hall's scrapbook are black and white and of the buildings and people of the Fort Berthold Mission. The scrapbooks are arranged alphabetically by keyword with foldered material preceding bound volumes. The scrapbooks are located in box 3.
Harold Case records:
The manuscripts date from 1870 to 1976 and measure 3 2 ft. This series consists of manuscripts and a few chapter outlines written by Harold Case, Eva Case, and other individuals. The manuscripts are divided into two groups: those which were used by the Cases in their book, 100 Years at Fort Berthold, The History of Fort Berthold Indian Mission, 1876‑1976, and those which were not used in the book. Writings included in 100 Years at Fort Berthold focus on the people and history of the Mission as do the majority of writings not used in the book. This series is arranged with "book" manuscripts preceding "non-book" manuscripts. Within each group, material written by Harold and Eva Case precedes material by other individuals. In all divisions, the manuscripts are arranged alphabetically by title. This series is located in boxes 4 through 7.
Subject files date from 1864 to 1981 and measures 31 3/4 ft. The series consists of brochures, clippings, correspondence, desk calendars, drawings, funeral programs, several legal documents, programs, religious tracts, reports, sermons, and vital and sacramental statistics. Included are files on the Elbowoods Bridge, the American Missionary Association, donations and gifts to the Mission, Garrison Dam, Mother of the Year, relocation, Community Relations Ministry, Charles Hall Home, and the Three Affiliated Tribes Museum. Subject files are arranged chronologically by decade--i.e. files from the 1920s appear first, followed by the 1930s, 1940s, etc.--and within each decade alphabetically by keyword. This series is located in boxes 8 through 37. Two drawers of oversize files are included in the subject files. Oversize material consists of architectural drawings, broadsides, maps, aerial photographs, posters, and other miscellaneous items. Garrison Dam, Mission and Reservation events and history, and relocation are the major subjects of these files. A detailed list of the architectural drawings from this series follows.

Fort Berthold Mission records:
Minutes, 1898‑1972, measure 2 ft. Contained in this series are the minutes of the Dakota Missions Council, the Fort Berthold Council of Congregational Churches (FBCCC), and the Fort Berthold Congregational Staff Council. In addition to minutes some files contain correspondence and agenda. This series focuses primarily on appropriations and fund raising, personnel positions, and activities scheduled for the reservation, e.g. fellowships and conferences. Arrangement for this series is hierarchical with foldered material preceding bound volumes and is located in box 39.
Subject files measure 1 ft. and date from 1891 to 1955. The series consists of a birthday booklet, budgets, admission cards, correspondence, receipts, reports, cradle roll, and rosters. Included are files on appropriations, Fort Berthold church members, the Mission farm, students' attendance, and students' schedules and rules. The subject files are arranged alphabetically by keyword with foldered material preceding the bound volume. This series is located in boxes 39 and 40.
Financial records consist of ledgers and journals. The ledgers measure 2 ft. and date from 1876 to 1972. Included with ledgers of the Mission are five ledgers of the Friendly Service Account, and one for the Elbowoods Congregational Church. Information in the ledgers includes account name, the dates of receipts and disbursements, the amounts, and in most cases the reason for the transaction, e.g. salary, washing, freight, etc. The ledgers are arranged chronologically with foldered material preceding bound volumes. Ledgers are located in box 40. The journals date from 1895‑1979 and measure 6 2 ft. Included with journals of the Mission are seven for the American Missionary Association and the Fort Berthold Council of Congregational Churches. Of actual Mission journals, 25 are volumes of general/regular Mission accounts, 17 are special funds volumes, 2 are Mission farm accounts, and 1 is a Mission Home School accounts volume. Information found in these journals includes name of account, date of receipt or disbursement, amount, and the fund drawn or deposited. Funds include: AMA; Hand fund; tuition and fees; county funds; books and school supplies; clothes and room; farm and garden; home economics; shops; printing department; board, room and laundry; donations; hospital; Elbowoods building fund; tool fund; general fund; Memorial Church; Nueta; Nishu; Beaver Creek; Red Butte; Independence; Shell Creek; motion picture; furniture and equipment; repairs; native workers, cemetery fence; water supply; music; car fund; truck/jeep; Congregational gathering; postage; telephone and telegram; emergency; laundry; Garrison Dam; scholarships; refunds; relocation; Christian education; Home boards; and craft. Mission farm account funds are less extensive: general fund, milk and cream, seed, feed, service, hogs, grain, cattle, potatoes, wages, repairs, machinery truck, farm gas, and telephone and telegram. Arrangement of the Fort Berthold Mission journals is chronological; journals are located in boxes 40 through 42. Oversize volumes are stored separately on shelves and oversize foldered material and flimsy post volumes in box 46.
Teacher's registers measure 2 ft. and date 1884‑1932. Consisting of Mission School teachers' attendance registers, this series may provide the following information: name of teacher; term; students' names, Indian and English; ages; attendance; vacation periods; students withdrawing and reason; monthly summaries of number of days taught, average daily attendance, number of pupils enrolled, and total number of different pupils enrolled during school year, up to date; faculty/administrators' illnesses and deaths; register of visitors, i.e. name, date of visit, residence and remarks; daily schedule; and texts used. This series is arranged chronologically. Regular size volumes are located in box 42 and oversize volumes in box 46.
Sunday school records date from 1876 to 1939 and measure 1/4 ft. This series contains one volume each of Elbowoods Congregational and Fort Berthold Congregational Sunday schools records, one volume of the Fort Berthold Church Register, and two unidentified Sunday school record volumes. Information found in the Elbowoods Sunday school records includes name of student, address, date of joining, and date and cause of discontinuance. The Fort Berthold Congregational Sunday School volume provides an index of schools; names of officers; a record of attendance and work reported at annual Sunday school conventions including date of convention, place of convention, field worker present, convention sessions, programs printed, schools represented, pastors present, superintendents present, Sunday School secretaries present, primary teachers present, intermediate teachers present, senior teachers present, estimated number of visitors, presentation of statistical secretary's report, display of map locating schools, presentation of treasurer's report, schools contributing to organized Sunday School work, total amount received by treasurer, amount voted by convention for state or provincial work, townships or districts in county and number organized, townships or districts holding conventions during year, total number of conventions held, conventions attended by county officers, and new schools needed; and for the different Sunday schools on the reservation a record of statistics and progressive work including superintendent's name and post office address, pastor's name and post office address, primary superintendent's or teacher's name and post office address, year of report, hour of opening, number of months held during year, regularity of teachers' meetings, officers and teachers, scholars, total attending membership, increase or decrease, average attendance, Home department members, cradle roll members, observation of Decision Day during year, received into Church from Sunday school, separate primary room in school, teacher-training students, amount contributed for benevolence, and the amount contributed for organized Sunday school work.
The Fort Berthold Church Register provides information on pastors including birth place, date of birth, college, place of theological education, date of ordination and installation, and date and mode of removal; a register of deacons including date of appointment, date of ceasing to act, and remarks and references; a register of the church committee including year of service; a register of Sunday school superintendents including location, date chosen, and date of ceasing to act; a register of communicants' receptions including date, method of reception, and communicants' removals including date, method of removal, and remarks; a register of baptisms including full names, Christian names of parents, date of birth, date of baptism, date of profession, and remarks and references; a register of marriages solemnized by Charles Hall, Robert Hall, Goodbird, Harold Case, and several others at Fort Berthold including names of the bride and groom, ages, occupations, birthplaces, fathers' names, mothers' maiden names, tribe, first marriage or other, and witnesses; a register of deaths including date of death, age at death, and remarks and reference; a register of conferences including the date, place, and names of delegates, and a register of contributions including the date, objective, amount, and date paid.
The two unidentified volumes of Sunday school records provide information on officers and names and attendance of members. This series is arranged alphabetically by keyword and is located in box 42.
Church-related minutes date 1887‑1978 and measure 2 ft. Contained in this series are the minutes of a variety of church- and mission-related organizations, e.g. the Book and Thimble Club of Elbowoods, the Elbowoods Christian Endeavor Society, the Fort Berthold Post of United States Volunteer Indian Scouts, and the Women's Sewing Society of Elbowoods. Some files also contain correspondence. Arrangement of this series is alphabetical by keyword with foldered material preceding bound volumes.
Elbowoods Public School records:
Subject files measure 1 1/4 ft. and date from 1919 to 1955. The series consists of applications for employment, a school census, correspondence, invoices, memoranda, teacher's registers, and reports. Included are files on books and supplies, enrollment, Elbowoods Parent Teacher Association (PTA) history, public school tuition, and students' weights and heights. The subject files are arranged alphabetically by keyword with foldered material preceding bound volumes. This series is located in boxes 44 and 45.
Financial records date from 1924 to 1954 and are contained in 5 folders. Included are expenditure and receipt registers and three treasurer's record books. Information found in the expenditure registers includes: date and number of voucher, to whom voucher was made, amount payable, code (budget appropriation) account drawn, capital outlay, debt service, and revolving fund. Information in the receipt registers includes: date of receipt; received from whom; code; total amount received; revenue receipts appropriations and subventions to state tuition, county tuition, state aid, and federal aid; taxes; debt service; other revenue receipts; non-revenue receipts, i.e. bonds, certificates of indebtedness, and other non-revenue receipts; and revolving fund. The treasurer's record books may provide information: for receipts, the date received, from whom, account drawn, total amount received, and "to what fund belonging," i.e. state tuition fund, fines, county tuition fund, mill tax and school poll, general fund, district tax, tuition of pupils, sinking fund, state aid, sale of bonds and other funds, teacher's retirement fund, and other funds; for expenditures the date paid, person paid, warrant number, fund drawn, total amount paid, and purpose paid, i.e. school house sites and other permanent improvements, apparatus and fixtures, teachers' salaries, teachers' retirement fund, officers' salaries and expenses, interest on bonds and warrants, transportation of pupils, tuition of pupils, library books, texts, redemption of bonds, incidental expenses, and arbitration settlements. This series is arranged chronologically with foldered material preceding bound volumes and is located in box 45.
ORIGINAL ARRANGEMENT
Before donation the Harold W. Case Papers were stored in the basement of the Harold and Eva Case home, 121 Sioux Avenue, Bismarck. When transferred the collection was stored in acid-free containers. Approximately half of the collection was loose; the rest was housed in manila folders. The condition of the majority of documents was good, although thirty folders contained moldy documents. These documents were surface cleaned before refoldering. Most of the Harold W. Case Papers were not organized into any type of filing system.
REARRANGEMENT AND DESCRIPTION
Prior to processing, the Harold W. Case Papers measured eighty feet. The reduction in overall volume from 80 to 59 feet was due mainly to transfer of publications and photographic materials to the appropriate State Archives collection management areas. This collection was refoldered with acid-free supplies.
Extensive rearrangement of the Harold W. Case Papers was required to make the collection usable for researchers. The collection was divided into distinct record groups, i.e. Hall records, Case records, Mission records, and Elbowoods public school records. Existing files in the various record groups were retained when possible. Loose papers, once assigned to a record group and series, were filed according to subject, e.g. cemeteries, relocation, etc. Loose material assigned to the Case subject files, the single largest series in the collection, was also filed chronologically by decade.
Several series from the Fort Berthold Mission record group, i.e. minutes, financial records, Sunday school records, Mt. Zion records, and church-related minutes, contain in whole or in part files and volumes which are not technically records of the Mission. These items were included either because of a close relationship to the Mission, as with the minutes of the Fort Berthold Council of Congregational Churches, or because the items are church-related, as is the case with the Mt. Zion records.
