Provenance: It is not known with certainty when the Isaac Post Baker papers were acquired by the State Historical Society of North Dakota. The collection was probably transferred to the State Historical Society by Historical Records Survey workers between 1936-1938. This collection was processed and the inventory prepared by Kari Rombs Kohlhoff, Lotte Bailey, Karen Mund, and Grace Wanttaja, in April 1988.

BIOGRAPHICAL SKETCH
Isaac Post Baker was born at Weston, Missouri, on July 20, 1855, and attended Central College at Fayette. His father was John Baker, who engaged in wholesaling merchandise and as manager of one of the leading steamboat lines on the Mississippi. Isaac P. Baker worked closely with his father and acquired business and shipping experience early in life.
Baker was operating independently in St. Louis as an agent for several boat lines when he was hired by Thomas C. Power to replace J. C. Barr as General Agent for the Benton Line at Bismarck in 1881. He was active in the business as liaison with the railroads, the fuel suppliers, and civil and military contractors. His principal contribution to the business was the institution of an efficient means of bookkeeping, requisitioning, and budgeting.
By 1883 Baker was part owner of some of the boats of the Benton Line. The decade of the 1880's was especially trying to the steamboat interests because of the decrease in military contracts, further westward extension of the railroads, and high cost of labor and parts. It is a credit to Baker that the Benton Transportation Company survived. However, by the late 1880's Baker realized steamboating alone would not provide a livelihood. This is evidenced by the purchase of the Bank of Bismarck by Baker and Thomas C. Power. Sometime later Baker expanded his economic interests to include the Cannon Ball Cattle Company, the Bismarck Realty Company, the Bismarck Elevator and Investment Company, and various mercantile firms at Washburn, Sanger, and Mannhaven.
By 1904, the traditional steamboat was mainly replaced by gasoline packet and the need for long hauls for either military or civilian goods had been obviated by the railheads which reached the river in strategic places. The Benton Transportation Company was reorganized as the Benton Packet Company. It operated small gas-powered boats between Pierre, South Dakota and Glendive, Montana, but most of the twentieth century business was conducted in the section of the Missouri River between Fort Yates and Fort Berthold. The cargoes on the gas-powered packets consisted in large part of wheat, flax, oats, and coal for the Indian schools and agencies. I. P. Baker continued his career as a boat line operator until about 1925 when two of his sons, Benton and Finley, assumed the most active part.
Baker actively engaged in politics and many other activities. He was Democratic Mayor of Bismarck (1890-1891), a member of the Democratic National Committee (1892-1896), and delegate to the Democratic National Convention at Kansas City, Missouri, in 1900. From 1895 to 1897 he was Chairman of the Bismarck Citizens Committee which was instrumental in securing the construction of Ft. Lincoln near Bismarck and the transfer of the Ft. Yates garrison to the new post.
After 1907, Baker was one of the Directors of the National Rivers and Harbors Congress and an active member of the Missouri River Navigational Congress. Both of these organizations were dedicated to the goals of river improvement and revival of river commerce. He consistently fought for increased government support of Missouri River improvement.
Baker was interested in scientific agriculture, particularly in the breeding of purebred cattle, and the adoption of new grasses to the North Dakota environment. He actively participated in agricultural organizations and, in 1915, was president of the North Dakota Agricultural Exposition. During World War I Baker served as Federal Fuel Administrator of North Dakota.
Baker was interested in history and collected many articles and clippings about the western frontier. This interest helped him when he served as the North Dakota delegate on the National Advisory Commission to the U. S. Sesquicentennial Exhibition Association of Philadelphia in 1926. He was also a member of the North Dakota Peace Society and was one of the civic leaders who cleared the way for the construction of the highway bridge across the Missouri at Bismarck after World War I.
Isaac P. Baker married Julia Franklin Barnes on January 10, 1889 at Bismarck. They were the parents of six children: Benton, Frayne, Julia Franklin, Finley, Anne, and Weston. Isaac P. Baker died January 28, 1938 at age 82 and is buried in Missouri.

SCOPE AND CONTENT
The Isaac Post Baker Papers date from 1737 to 1941, with the bulk dating from 1881 to 1919, and measure 117 feet. This collection documents Isaac P. Baker's years in North Dakota from 1881 to 1938. The bulk of the collection deals with Baker's principal interest, river transportation.
The Baker Papers consist of 18 segments: I. P. Baker personal papers, Baker's scrapbooks and clippings, Benton Baker papers, and records of the Bismarck National Bank, Bismarck Bank, Benton Transportation companies, Benton Company steamers, Bismarck Elevator and Investment Company, Bismarck Realty Company, Cannon Ball Cattle Company, a clothing firm, Deapolis Lumber and Elevator Company, Expansion Lumber and Mercantile Company, J. W. Raymond and Company, Missouri River Transportation Company, Popular River Trader's Post, Walper and Woodruff, and the Wolf Point Store.
Isaac P. Baker personal papers date from 1861 to 1937 and measure 7 feet and 3 oversize folders. The Baker papers have both personal and business correspondence. Correspondents include: Thomas C. Power, Judge F. E. Stranahan, Major General Wesley Merritt, H. F. Douglas, A. J. Gronna, Louis B. Hanna, Jose Bushy, Paul McCormack, Col. Chittenden, Alexander McKenzie, H. T. Helgesen, Gerald Pierce, and F. E. Packard. A genealogy of the Baker family is in folder 27 of box 4. The subject files, in boxes 1 to 7, and the oversize folder, in box 92, are arranged alphabetically. Miscellaneous maps are in drawer 401, folders 1 and 2.
I. P. Baker's scrapbooks and clippings date from 1737 to 1938 and measure 9 ½ feet and two oversize boxes. The scrapbooks contain magazine and newspaper clippings as well as loose clippings. Subjects of interest include coal, Native American history, the Ku Klux Klan, political cartoons, politics, and stock market information. The scrapbooks are arranged alphabetically by subject or keyword with foldered material preceding bound volumes and is located in boxes 8 through 17. Oversize scrapbooks are located in boxes 83 through 85.
Benton Baker Papers date from 1917 to 1929 and measure 5 feet. Included in the Benton Baker files are court cases he conducted as an attorney. He served as a bankruptcy judge and his cases illustrate the proceedings that were common in North Dakota just before the Depression. The bankruptcy files, in boxes 18 to 22, are arranged by case number and all others alphabetically by keyword.
The Bank of Bismarck records date from 1879 to 1883 and measure 1 oversize folder and 3 oversize volumes. The oversize folder consists of journal sheets and the oversize volumes include 1 daily transaction scratcher and 2 ledgers. A scratcher is a daily entry of business transacted for that day. Oversize volumes are stored separately on shelves and the oversize foldered material is in box 85. The Bank of Bismarck was established by J. W. Raymond in the early 1870s and changed to the Bismarck National Bank in 1883. Bismarck National Bank records measure 5 feet and 4 oversize volumes and date from 1883-1890. The Bank records contain subject files, press books, and financial records. Included in the Bank records are correspondence, daily balance books, a daily cash book, a ledger, press books, and a signature book. A signature book was a record of the signatures of the depositors. The subject files and press books are arranged alphabetically by keyword and the daily balance books chronologically. Oversize volumes are arranged on shelves and the subject files in boxes 22 to 26.
Bismarck Bank records date from 1882 to 1929 and measure 10 feet plus 13 oversize folders and 11 oversize volumes. The Bismarck Bank, owned by I. P. Baker and Thomas C. Baker, began in the late 1880's after acquiring the private bank of the Mellon Brothers and the office and business of the liquidated Bismarck National Bank. The records include subject files, press books, and financial records. The subject files contain correspondence, statements, abstracts, and deeds. The correspondence is divided into two groups: general correspondence and bank correspondence. The bank correspondence was arranged after the general correspondence and is organized alphabetically by bank name. The press book contains letter copies and is in folder 29 in box 37. The subject files, (boxes 27 to 40) are arranged alphabetically, the oversize folders (boxes 85 to 88) and the oversize volumes chronologically.
Fort Benton Transportation Company records measure 2 feet, 21 oversize folders, and 5 oversize volumes and date from 1875 to 1884. Fort Benton Transportation Company became the Benton Transportation Company in the early 1880s and in 1904 was renamed the Benton Packet Company. The records include subject files, press book, and financial records. Material in the subject files consist of correspondence, shipping contracts, distance traveled tables, and statements. The financial records consist of journals and ledgers. Most of the oversize folders are manifests of merchandise, a record of what was shipped by railroad. Arrangement of the subject files is alphabetical by keyword and the financial records chronological. The subject files are in boxes 41 and 42, oversize folders in boxes 87 to 89, and oversize volumes on the shelf. Benton Transportation Company records date from 1881 to 1911 and measure 8 feet, 1 oversize folder, and 8 oversize volumes. The records consist of subject files, press books, and financial records. Included in the subject files are correspondence, ferry rates, minutes, statements, and licenses for boats. The oversize folders contain journal and ledger sheets, freight expense receipts, statements, and bills. Much of the business correspondence is between Baker and John H. Charles of Sioux City, and military personnel interested in contracts for the transportation of supplies. Folder 1 of box 43 has a receipt for buffalo bones shipped by a Benton steamer. The subject files in boxes 43 to 49 are arranged alphabetically by keyword and the journal and ledgers chronologically. Oversize volumes are on the shelves and the oversize folder in box 91. Benton Packet Company records measures 5 feet, 1 oversize folder, 8 oversize volumes and date from 1901 to 1924. Subject files, a press book, and financial records are included in the records. The subject files contain correspondence, Indian coal contracts, licenses and inspectors, oil lawsuits, and daily river reports. The press book has statements and correspondence, while the financial records are journals, ledgers, and check stubs. Arrangement of the subject files, boxes 52 to 57, is alphabetical and the journals and ledgers chronological.
Benton Company steamer records date from 1870 to 1925 and measure 5 feet, 5 oversize folders, and 33 oversize volumes. Included in the records are correspondence, boat logs, passenger lists, statements, and bills. The oversize folders consist of a steamer freight list, inventories, and a cash book. The oversize volumes are steamer freight lists, passage lists, cash books, journals, and portage books. All files and volumes in the Benton Company steamer records are arranged alphabetically by steamer name.
Bismarck Elevator and Investment Company records measure 14 feet, 6 oversize folders, 6 oversize volumes, and date from 1890 to 1925. The records consist of subject files, press books, and financial records. Included in the subject files are correspondence, grain reports, freight bills, statements, telegrams, and weigh tickets. The oversize folders include a correspondence scrapbook, daily market records, and wool market quotations. The correspondence with the agents in charge of Baker's various businesses has been arranged after the general correspondence. Most agents are listed individually but a few are designated by the name of the business or town. Much of Baker's business involved transportation of grain he purchased and carried on his boats; consequently, there is a certain overlapping of the Bismarck Elevator and Investment Co. records and those of the Benton Transportation Company and Benton Packet Company. Arrangement of the oversize folders and subject files is alphabetical and the volumes chronological. Boxes 61 to 75 contain the subject files, oversize folders are in boxes 91 and 92, and oversize volumes are shelved.
Bismarck Realty Company records date from 1889 to 1923 and measures 2 feet. These records consist of subject files and financial records. Material in the subject files includes correspondence, statements, and newspaper ads. Much of the correspondence pertains to renting, leasing, selling, and purchase of real or personal property in Bismarck and western North Dakota. The Realty Company was incorporated in 1903 and went out of business in 1933. The records are in boxes 76 and 77 and is arranged alphabetically.
Cannon Ball Cattle Company records measure 1/3 foot and date from 1899 to 1908. The records consist of subject files and financial records. Included in the subject files are correspondence, statements, and bills. The financial records are a journal
and a ledger. Cannon Ball Company was unincorporated and formed from land owned and leased by I. P. Baker and T. C. Powers along the north branch of the Cannon Ball River. The files are arranged alphabetically by keyword in box 77.
The clothing store records consist of one oversize ledger containing a list of articles of clothing and expenses.
Deapolis Lumber and Elevator Company records measure 1/3 foot and date from 1901 to 1919. The records consist of subject files and financial records. The subject files contain information on buying and selling of lumber, building materials, and merchandise. A journal and a ledger are included in the financial records. Arrangement of the subject files, in box 78, is alphabetical by keyword and the ledger and journal are in box 79.
Expansion Lumber and Mercantile Company records date from 1906 to 1919 and measure 1 foot and 1 oversize folder. The records contain subject files and financial records. The correspondence relates to buying, selling, and merchandising of building materials. The articles of incorporation of the Expansion Company are in box 78, folder 24. The subject files are arranged alphabetically in box 78 and the ledgers and journals in box 79 chronologically.
J. W. Raymond and Company records measure 1/3 foot, 1 oversize volume, and date from 1877-1922. The records consist of subject files, press book, and financial records. The subject files contain correspondence, statements, bills, and telegrams. J. W. Raymond was one of the early founders of the banking business in Bismarck, consequently, much of the correspondence in this series deals with banking. The journals and ledgers, in box 80, are arranged chronologically and the subject files alphabetically by keyword in box 79.
Missouri River Transportation Company records date from 1876 to 1879 and measure 1/3 foot and 1 oversize volume. Sanford B. Coulson was the owner of the Missouri River Transportation Company and operated his line of boats out of Yankton, Dakota Territory. He lost the fight for control of freight on the upper Missouri to the Benton Transportation Company. Most of the correspondence in these records deals with the hauling of freight on the river. The Missouri River Transportation Company files are in box 80 and are arranged alphabetically.
Poplar River Traders Post records consist of 1 oversize volume and date from 1881 to 1886. The daily journal is the only record in this collection.
Walper and Woodruff records date from 1912 to 1917 and measure 2 feet, 1 oversize folder, and 1 oversize volume. Norman J. Walper and Wallace G. Woodruff were in partnership as contractors, electricians, and dealers in electrical supplies. The partnership was dissolved in 1915 and Norman J. Walper and partners organized a new firm in 1916 known as the Northwest Public Service Company. The records consist of subject files and financial records. Included in the subject files are correspondence, electric lamp sales monthly reports, statements, and bills. The financial records contain check stubs, a cash record, journals, and ledgers. The subject files are arranged alphabetically in boxes 80 to 82 and the oversize folder of statements and bills is in box 92. I. P. Baker did not have any ownership in Walper and Woodruff, but it is believed they rented space in one of Baker's buildings.
Wolf Point Store records consist of 1 oversize journal dating from 1882 to 1886.
ORIGINAL ARRANGEMENT
After I. P. Baker's death in 1938 a large portion of his papers were discovered in a Bismarck warehouse and salvaged by the State Historical Society. The papers were cleaned and partially arranged by the Division of Women's and Professional Projects of the Works Projects Administration (WPA) in 1939. The I. P. Baker collection was loaned to the Chester Fritz Library at the University of North Dakota for organization, cataloging, and microfilming in 1968. At the conclusion of the five year loan period, the Baker papers were returned to the State Historical Society where the papers underwent additional arrangement and description. At this time much of the collection was placed in acid free folders and boxes. The bundled scrapbooks, clipping, check stubs, receipts, and bills all required reorganization so they would appear alphabetically by keyword or place name. Financial Records are arranged chronologically by key name both in the boxes and on the shelves. Existing files in the various record groups were retained when possible.
