Abstract: Images taken of and by Harold Case and Charles Hall of the Fort Berthold Reservation, the missions serving Fort Berthold area and the Native Americans Indians and their families living there.

Provenance: The photographs were separated from the Harold W. Case Papers (MSS 10286) and the Charles Lemon Hall Papers (MSS 10005). The State Historical Society of North Dakota acquired the Harold W. Case Papers as a gift from Harold W. Case, Jr. on October 26, 1982, with additional materials, Eva Case scrapbooks, received from Pete Brinckerhoff, Charles L. Hall Youth Services, on August 31, 1983. The State Historical Society of North Dakota acquired the Charles L. Hall Papers as a gift from Charles L. Hall, 1936; Deborah Hertz, 1953; Evan Hall, 1963, 1968; and Harold Case, 1969.

HISTORICAL SKETCH

During the 1870s the federal government assigned each Indian reservation to a religious body to promote the assimilation of the different tribes into the ways of the whites.  The Congregationalists received Fort Berthold where the Three Tribes (Mandan, Hidatsa, and Arikara) lived.  In 1876 Charles and Emma Hall established a church and a school on the reservation.

The Congregational mission at Elbowoods is a prime example of how the religious bodies carried out their assimilation mission and how, in particular, Harold and Eva Case, who joined the Fort Berthold operation in 1922, worked with and for the Three Tribes people.  The Cases developed and carried through three strategies:  to strengthen and expand the role of the church in the people's lives, to unify the Three Tribes on the reservation through annual fellowships and comprehensive public education, and to build a bridge of understanding between the two cultures.  At first seeing their primary objective as preparing the reservation people to live in the white world, the Cases came, however, to identify with the Indians and to interpret their culture and their problems to the white community.  The missionary work of Harold and Eva Case provides a window through which to view changing attitudes and policies toward the Native American.

Before recounting the lives of Harold and Eva Case and their work in North Dakota, it is necessary to examine Charles Hall and the founding of the Congregational Mission at Fort Berthold Indian Reservation.  Charles Lemon Hall was born in Winchester, England, on September 18, 1847.  Studying architecture at the College of the City of New York, he received his Bachelor of Science degree in 1866.  During that time he spent his weekends helping the poor on the East side of the city.  It was in such a setting that Hall decided to become a missionary.  He attended Union Theological Seminary in 1871 and 1872 and graduated from Andover Theological Seminary in 1874. Approximately two years later, on February 22, 1876, Charles Lemon Hall was ordained by the Congregational Council in Yankton, Dakota Territory.
Dr. Hall's first pastorate was the newly formed Congregational Church of Springfield, Dakota Territory, from 1874 to 1876.  There he met Emma M. Calhoun, a teacher at the nearby Yankton Mission School, who he married on February 15, 1876, at the Yankton Agency.  They later had three children, Henry Calhoun who died in infancy, Robert Dwight, and Hannah Elizabeth Hall Livingston.

In 1876 Charles and Emma Hall were commissioned by the American Board of Commissioners of Foreign Missions as missionaries to Fort Berthold, arriving at the Like-a-Fishhook bend in the Missouri River on May 9.  Land which the Congregational Church could use for the Mission's buildings was provided by the Three Tribes of the Like-a-Fishhook bend, the Arikara, Hidatsa, and Mandan. Construction of a Mission house, which initially served the combined purpose of dwelling, church, and school, began almost immediately and was located outside the stockaded fort on the outskirts of Like-a-Fishhook Village. Dr. Hall established a central church and several outlying preaching points.  In addition to their efforts to convert the native people to Christianity, Charles and Emma Hall cooperated with the Indian agent and the federal government in all efforts to "...bring the Indians to an industrious life...."

While Dr. Hall preached the Gospel to the Three Tribes, Emma not only maintained the household and cared for their children but also organized a sewing school for the native women and girls. She continued missionary work until her death at the age of thirty-one, April 17, 1881.  Charles Hall remarried in 1886; he met his second wife, Susan Webb, a missionary at Santee, Nebraska, while transferring several Indian children there. Susan and Charles had two children, Evan and Deborah (Dora) Hall Hertz.

In 1892 Elbowoods became the new government Indian Agency headquarters. To be near the government boarding school, the Halls relocated their mission headquarters to Elbowoods, ca. 1895. There the mission grew in stages, first with the addition of a chapel, then dormitory rooms, a dining room and kitchen, a farm to supply the mission staff and students, and a church.
Susan Webb Hall died on November 26, 1922, at the age of seventy after forty-three years of missionary work with Native Americans. Charles left the mission that winter, thereafter returning only in the summer until his death on April 1, 1940. Dr. Hall's lifetime ministry at the Fort Berthold Mission was assumed gradually by Harold and Eva Case during the 1920s, thus assuring continuity in mission operations and leadership.

Harold Watkins Case was born August 4, 1895, in Orange County, New York. Raised in White Plains, he was the sixth of eight children born to Frank DeForest and Louise Milicent (Watkins) Case. When his father died, sixteen-year-old Harold quit school to work in a bakery. He next worked for the Young Men's Christian Association (YMCA) as an office boy and eventually purchasing agent. During World War I Case worked for the National War Council.

On June 25, 1919, Harold W. Case married Eva Voris at her parents' farm in Lincolndale. Eva was the daughter of Albert and Helen (Hallock) Voris, born on May 20, 1896, in Westchester County, New York. Eva graduated from high school in 1914 and taught for five years before marrying Harold. The Cases later had three children, Harold Jr. (1921), Helen Louise (1924), and Lois Roberta (1928).

Soon after their marriage, Case was transferred to Denver, Colorado, to fill the position of business administrator for the Western Region of the International Committee of the YMCA.  There, Case again met Robert Hall, then YMCA Secretary for Indian Affairs; the two had become acquainted while Case was employed with the National War Council.  Persuaded by Robert, the Cases decided in 1922 to help out on the Fort Berthold Reservation for nine months before going on to an assignment in Ohio.

Harold and Eva Case came to Elbowoods for a short adventure, but like the Halls before them they stayed for life. While Harold ministered to people in their homes and churches, drummed up financial support for the mission, served as Elbowoods Public School treasurer for thirty years, and functioned as the Mission schools superintendent, Eva managed the household and their growing family and, always supportive of her husband, helped keep the Mission school functioning. In addition to their "regular" missionary activities, the Cases kept themselves busy during the 1920s and 1930s with organizing an Annual Fellowship meeting of Fort Berthold churches, lobbying for a bridge across the Missouri River at Elbowoods, encouraging Native Americans to enter the ministry, helping to build several churches, and upgrading the quality of education offered throughout the reservation. It was during this time that Harold W. Case was ordained after several years of ministry at the Mission; he was ordained by Robert Hall on January 13, 1929, at the Wahpeton Congregational Church.

The 1940s and 1950s were times of struggle for the Cases as well as for the people of the Fort Berthold Reservation. Harold worked tirelessly to reverse the Pick-Sloan plan but by 1948 Congress had prevailed and the Missouri River bottomlands were lost to the Garrison Dam reservoir. As the plans for relocation were formed, Case turned his attention to assisting the people in moving.

After relocation, the church had to be reorganized. The old concept of a central church and mission school had to change as Lake Sakakawea divided the reservation into five isolated segments. New ways of interacting and new leadership were needed on the reservation and in 1955 Case was offered a position with the Community Relations Ministry of North Dakota by the Mission Board. Case was to work on behalf of the off-reservation Indians and was asked to relocate to either Minot or Bismarck. The Cases chose Bismarck and Harold worked for the Community Relations Ministry for ten years until his retirement in 1965.

Retirement allowed the Cases time to spend on other projects. Their major work was a history of the Fort Berthold Mission, 100 Years at Fort Berthold, the History of Fort Berthold Indian Mission, 1876-1976, published in 1977. Another retirement project was assisting in the establishment of Charles Hall Youth Services in Bismarck. Harold spent more time writing history and caring for his collection of Indian artifacts and served on the Board of Directors of the North Dakota Historical Society and the Three Tribes Museum in New Town. Eva served as secretary of the Fort Berthold Council of Congregational Churches, treasurer of the Charles Hall Home, and editor of The Three Tribes Herald.

Eva Voris Case died August 30, 1982; Harold Watkins Case died on January 17, 1985. The Cases were successful as missionaries. They came to live among the people and offer long-term dedicated service. Catalysts for change in many parts of community life, Eva and Harold were well on their way to fulfilling their vision of a healthy community when interrupted by the Garrison Dam. The organizational structure of the mission collapsed along with the rest of the community. The mission board of their denomination felt the time was right for paternalism to end and for the people to take charge of their own churches, leaving no room in the structure for a missionary. In the end, however, Harold and Eva Case never really retired from their life's work. The Cases are buried in the Memorial Cemetery near Parshall on the Fort Berthold Reservation; the cemetery overlooks the water that destroyed much of their labor.
