With the Minnesota Uprising of 1862 fresh in the collective memory, this order to recruit men for Company C, Dakota Cavalry to protect settlers from hostile Indians reflects the extreme urgency on the frontier of Dakota Territory. From June to October 1863, John Hutchinson, Secretary of Dakota Territory, served as Acting Governor, following the resignation of William Jayne.
