Abstract: Consists of correspondence, articles and manuscripts by Smaltz about special education development and policy in North Dakota, reminiscences about directing the Easter Seals mobile speech and hearing clinic, a humorous scrapbook created for colleagues at the Department of Public Instruction upon her retirement, a scrapbook of thank you notes from colleagues or those who were served by Smaltz, news clippings and printed articles about Smaltz, newsletters and other printed material, photographs, negatives and slides.

Provenance: The collection was donated to the State Historical Society of North Dakota by Sue Smaltz Burrus in July 2017.

Biographical Sketch:

Janet Mathews Smaltz was born on May 26, 1916, near Morrison, Ill. She graduated from Morrison High School and held degrees from the University of Illinois and the University of Minnesota. In 1947, Janet came to North Dakota to develop the Mobile Speech and Hearing Clinic for the Easter Seal Society and pioneered the effort to document need for special education services in the North Dakota Public Schools. In 1956, she became the State Director of Special Education for the Department of Public Instruction and continued in that position until 1976. During that time she was named “North Dakota Woman of the Year in Education” (1965); given the “Humanitarian Award by the North Dakota Council for Exceptional Children” (1970); and was named “Outstanding Woman in Education in North Dakota” (1975). She retired in 1981. Janet was a member of the Golden K Kiwanis where she joyfully played the piano every Wednesday morning until she was nearly 100 years old. She was an ordained elder in the First Presbyterian Church in Bismarck and an active member of the Valley View Retirement Community. She died on July 14, 2017.

State Museum and Store: 8 a.m. - 5 p.m. M-F; Sat. & Sun. 10 a.m. - 5 p.m.
